Owen has chaired the UK Patient & Carer Partnership Group at RCGP since 2019.  He has worked extensively in the NHS, predominantly in commissioning roles, as well as at NHS England as part of the South London team and as a national Delivery Partner on the RightCare programme, which looked to reduce unwarranted variation amongst clinical commissioning groups.  He has always worked closely with general practice, developing GP-led commissioning practice in Essex and Great Yarmouth & Waveney, having also been a primary care commissioning director.  He has experience of working in local government and in the voluntary and community sector.  He is currently Chief Officer at Healthwatch Southend, representing the resident voice in the emerging ICB.
